Kota Uemura

Born on October 4, 1977. He is a former Lieutenant Colonel of Japan Air Self-Defense Force. After graduating from the National Defense Academy in 2000, he served for about 10 years on the front lines in fighter units or other major assignments. After completing a command and staff course, he worked in the Japan-US Security Treaty Division at the Ministry of Foreign Affairs, where he not only succeeded in implementing the first post–Pacific War exception to Japan’s Three Principles on Arms Exports—allowing domestic companies to participate in F-35 production—but was also invited to participate in the U.S. Department of State’s IVLP (Space & Cyber). In that program, he conducted policy research in emerging fields and initiated the first cyber security dialogue between the Japanese and U.S. governments from the national security context. At the Air Staff Office, he was involved in establishing new units, including those for the F-35 stealth fighter, and also participated in the drafting team for Japan-US defense guidelines within the Ministry of Defense. In 2015, he retired from the Self-Defense Forces with the determination to tackle Japan’s challenges head-on. Alongside accumulating work experience at companies such as GE and Deloitte, he went on to found i-J Solutions.
